Yes you do need 100% game completion and for last levelgo back and get red bricks to make it easier, though i beat it on my first try with none.

By using the following Action Replay code for the US copy of the game and pressing Start + Select while on the title screen, it will enable a couple debug options at the top of the menu similar to other Lego games on the Nintendo DS.

Test Levels
The test levels section of the debug menu contains a list of 6 test stages that you can choose from. However, attempting to load these will give an error that reads 'The DS Card has been removed'.

The cheats menu contains a couple cheats that you can enable and disable, some of which are self explanatory. These can also be enabled and disabled without the debug menu via the use of button combinations.
